EDIT: So, as it turns out, this is a backwards American thing.
I posed the question "how often do ya'll get dental x-rays" to the AskEurope sub, and people from: Poland, Germany, Spain, Scotland, Netherlands, France, Denmark, Switzerland, Hungary...
said that yearly dental x-rays are weird, and that their hygienists/dentists did not make them receive dental x-rays at any point in their lives at all, except before major surgeries.
Sweden and the UK were the exceptions, who recommend them every couple of years, but they still let you opt out of x-rays if you ask.

Thank you for the people in this sub who tried to help, but for the others calling me unreasonable, in many many parts of the world, I am not — which I suspected.
I know that some of my responses were defensive, but I had at least 3 people saying that I was ignorant and in the same breath say that cellphone/bluetooth radiation is the same thing as being x-rayed.
No. No it is not. Please familiarize yourself with the difference between ionizing and non-ionizing radiation; I don't believe they teach you that in hygienist school.
X-rays are cumulative, which I am sure you all know, which is why you have a lead/metal wall in your offices to protect you.
I have finally located a dentist in my area who will let me go to his office without yearly x-rays. All I have to do is sign a yearly waiver. I don't even need an x-ray as a new patient. For anyone genuinely interested in who that is, I will not disclose his office, but you should be able to find him if you google "holistic dentist, dallas" and just call around.
Once again, thank you to the well-wishers and to the person who recommended finding a holistic dentist. And to the people who tried to educate without being patronizing. But as someone else said, "we fundamentally disagree".

Hi all,
I am one of those patients that will refuse to pay for dental x-rays for routine cleaning. I don't try to be rude about it, but I don't like paying for x-rays when:
  1. I don't have dental insurance.
  2. There's radiation involved.
I used to have a dentist that would allow me to sign a waiver form every year, saying that I could refuse x-rays but I couldn't hold the office liable for whatever problems that were left untreated that they couldn't see using diagnostic radiography.
That was 100% okay with me. I signed at the bottom of the paper every year for over a decade.
In January of this year, my dentist changed his policy so that every patient has to have yearly dental x-rays every year for routine cleaning, no matter what the patient says.
The reason why is because he found out that he could legally still be held liable for any problems that might occur later on, even if I signed a waiver form or not.
I told the hygienist that I understood his perspective, and that the doctor has to do what's best for him, but I also want to do what's best for me.
She cleaned my teeth one last time, and I left the office on a positive note (I think), but I am now actively looking for a dentist that doesn't require yearly x-rays for routine cleaning.
I really detest the argument "well, a panoramic x-ray is only about 1-5 days additional dose of background radiation, and two bitewing x-rays are only about a day's worth of radiation, so it's perfectly safe!" because:
  1. It's not apples to apples. A day's worth of radiation is spread from about 12 hours over your whole body. The radiation from a dental x-ray (0.005 mSV) is concentrated squarely on your jaw within a span of microseconds. It's not the same and they know it.
  2. These numbers changes on who you talk to. More hygienist told me I was getting more radiation from my cell phone than from a bitewing x-ray. No, I'm not.
  3. There is a measured risk from dental x-rays, even the newer ones.
From the abstract of a peer review from 2018:
To perform the systematic review, We searched the PUBMED, EMBASE, and MEDLINE databases for papers published before December 15, 2016. The final 21 studies were selected after application of exclusion criteria. In brain tumor studies, the association between dental X-ray exposure and meningioma was statistically significant in 5 of the 7 studies*. In 4 of the 5 thyroid-related studies, there was a* significant correlation with dental diagnostic X-rays*. In studies on head and neck areas, tumors included laryngeal, parotid gland, and salivary gland cancers. There was also a* statistically significant correlation between full-mouth X-rays and salivary gland cancer, but not parotid gland cancer. Health outcomes such as leukemia, low birth weight, cataracts, and thumb carcinomas were also reported. In a few studies examining health effects related to dental X-ray exposure, possibly increased risks of meningioma and thyroid cancer were suggested. More studies with a large population and prospective design are needed to elaborate these associations further.
To me, this is a preponderance of evidence to me that I should avoid dental x-rays when I can.
And wasn't always an unpopular stance:

I've recently been searching for a dentist that uses CoriVu infared for diagnostics. I found an office that uses CoriVu, but they still want bitewing x-rays every two years. I will probably keep looking.
The bottom line is that I just want to have my teeth scraped without being irradiated.
