2023.04.01 08:18 National_Hornet_5658 How did Germany, divided at the end of World War II, manage to reunite under the gaze of the powers?

Germany, the number one economic power in Europe, launched two world wars in modern times had brought great destruction and disaster to the world, after the war in order to completely eliminate the threat of Germany, Britain, France, the United States and the Soviet Union to Germany and Berlin partitioned occupation, a weak Germany is more in line with the interests of Europe.
However, after the start of the Eastern European upheaval, East and West Germany reunited again under the astonished eyes of the world, why would Europe and the United States allow Germany to reunite? Why did Europe and the United States allow Germany to reunite? Were they not afraid that Germany would become strong again after reunification and threaten the security of Europe? What secrets are hidden in this?
After the end of World War II was divided by the German why can be reunited under the gaze of the powers?
Germany's unification process was relatively late in history, and the German Empire was not established until Prussia completed the unification of Germany in 1871.
Because of the late unification of Germany, the world was basically divided up by other Western powers after the unification of Germany. However, after the completion of the industrial revolution, Germany was in urgent need of developing sales markets and raw material production areas, so it competed with other Western powers.
In order to obtain more space for survival and sufficient markets for goods and raw materials, Germany launched the First and Second World Wars, causing huge losses of wealth and casualties to the people of the world. After the war, the victorious powers punished Germany severely in many forms, including land cession, reparations and occupation. Britain, France, the United States and the Soviet Union kept Germany under the control of the victorious powers through the partitioned occupation of Germany so that Germany would not threaten the security of European countries.
As the international situation changed, the British, French, and American occupations merged in 1948 to create the Federal Republic of Germany, followed by the creation of the GDR in the Soviet occupation zone, and Germany was officially split into two sovereign states.
This division was forced upon Germany, and in the hearts of the Germans they were always one nation, so they looked forward to the day when they would be united again. With the intensification of the Cold War between the two camps, the GDR built the Berlin Wall in 1961, which became a knife in the hearts of the German people and deeply stabbed the nerves of every German until the reunification of Germany.
How could Germany, which was divided at the end of World War II, be reunited under the gaze of the powers?
In the 1970s, relations between East and West Germany eased, and the two countries began to have some constructive interactions. In 1972, the two countries signed the Treaty on the Foundations of Relations between them, establishing good neighborly relations on an equal footing and "mutual permanent representation," and in 1973, both countries joined the United Nations at the same time.
In the 1980s, as the international situation changed, the bilateral relations between the two countries were further developed and a number of measures were taken to ease relations between the two countries. For example, the expansion of highways between the two countries, the relaxation of travel conditions from East Germany to West Germany, the opening of the border between the two countries, and the establishment of an economic community between the two countries were some of the initiatives taken.
In 1989, West Germany proposed a ten-point plan for German reuniication, and later East Germany proposed a four-step program for German reunification, which put German reunification on the agenda.
The news of German reunification caused an uproar in European countries. Britain, France, the U.S. and the Soviet Union did not agree on the reunification of Germany: President Bush wrote in the New York Times, "I'm not worried about the reunified Germany that some European countries fear." French President Mitterrand said at a media conference, "I am not worried about a reunited Germany, and I see the willingness of Germany to reunite as reasonable." British Thatcher, however, expressed opposition to German reunification, and Thatcher expressed strong resistance to German reunification in meetings with both Mitterrand and Gorbachev.
To the Germans, the attitude of the Soviet Union toward German unification appeared crucial. Because the Soviet Union was not only a world power with significant influence on Europe, but also had 150,000 troops stationed in the Soviet Union in East Germany. If the support of the Soviet Union could be obtained, then the German unification would be much smoother.
In order to gain the Soviet Union's support for German unification, Germany supported the reforms carried out by Mikhail Gorbachev, extended the debts due to the Soviet Union, and cooperated with the Soviet Union in various fields such as economics and security. on January 24, 1990, after reading in the "Pictorial" newspaper that the Soviet Union did not oppose German unification, German Chancellor Kohl decided to supply the Soviet Union with 52,000 tons of canned beef, 50,000 tons of pork, 20,000 tons of butter, and 15,000 tons of butter. 10,000 tons of butter, 15,000 tons of milk powder, and 5,000 tons of cheese. To ensure friendly prices, the government subsidized them with 220 million deutsche marks from the federal budget. Thereafter Germany decided to guarantee loans to the Soviet Union totaling 5 billion marks.
The German overtures made the Soviet Union feel that German reunification would not be bad for the Soviet Union and that the Soviet Union could instead use the opportunity to cooperate with Germany in more areas. Gorbachev wrote in his book "I and the Unification of East and West Germany" that the unification of Germany was a matter for Germany itself. The Soviet Union's support for German unification allowed the process of German unification to advance smoothly.
How did Germany, which was divided at the end of World War II, manage to reunite under the gaze of the powers?
Thereafter, the leaders of Britain, France, the United States and the Soviet Union and the two Germans held several rounds of "two plus four" negotiations, and after many rounds of games, on September 12, 1990, the foreign ministers of Britain, France, the United States and the Soviet Union and the two Germans signed the Treaty on the Final Settlement of the German Question in Moscow. The treaty made a series of provisions on Germany's territorial boundaries, political and military status, the end of the rights and responsibilities of the Big Four towards Germany, and the full sovereignty of a unified Germany.
Germany made concessions in several areas in order to gain the support of the Big 4. For example, the Oder-Nice line between Germany and Poland was confirmed, Germany renounced its territorial claims to Silesia, East Pomerania, Danzig and East Prussia, and later "no German territory outside the unified territories has been added to Germany" was written into the German constitution. Germany renounced the manufacture, possession, and control of nuclear, biological, and chemical weapons, and reduced its military to 370,000 within three or four years. A unified Germany was required to remain within NATO and the European Community.
On October 3, 1990, East Germany joined West Germany, unifying the two German states that had been divided for more than 40 years.
In summary, Germany became a world economic power after reunification, but Germany is still limited in military development, the United States still has 34,000 troops in Germany, and Germany has given up recourse to the territories that were ceded to Poland and Russia, which is on the one hand the punishment for Germany to start the war, and on the other hand the price that Germany can pay for reunification.

Memory transcription subject: Kilousai, Kolshian Head Genetic Biologist
Date [standardized human time]: REDACTED

Something that has always amused me was how primitives talk and act like people. Yet are so easily manipulated into being whatever you wished them to be. Take Female Venlil Feed Subject #387V-42. She believes herself to be one of the foremost Genetic Biologists in our field. Yet all she has done is make a poor, pathetic version of what my own species and the Farsul have mastered centuries ago. Sure her nanites could cure cancers in a matter of minutes, but it's just such a waste of resources to make these for primitives.
However there are a scant few primitives that are worthy of truly being uplifted to the same status as a Kolshian or Farsul. Take Venlil Test Subject #12v-01. By all means he should have been caught by the Exterminators and burned to death with a flamethrower. Thankfully we caught this gem of a being with early screening and gently had his life altered to ensure that didn’t happen. With a few small interventions, such as the removal of his parents and ensuring that he was always in the right place at the right time, we were able to take advantage of his aggressive behaviors, and alter his beliefs to align with our own. He truly was something special. I do hope we don’t have to purge this one. The Venlil experiments have shown great promise.
“Oh I am so glad to be able to work with you directly Kilousai! I hope you don’t mind but I would like to get a photo with you to show to my friends back home! Well, show them once we’ve cured Humanity!” Go on you stupid piece of meat just keep talking. It’s one of the two things you will ever be good for.
“Of course! We are going to accomplish so many good things for the Federation today! In this very facility we have made great strides into ensuring that our future will be prosperous and safe!” I do so love how Subject #12v-01 reacts so differently than the feed. His tail muscles gently tighten at the base, his ear slowly pivots to listen to my words. Yet he doesn’t even feel for the knife hidden just in his fur under his right arm. I could tell he knows that when I say ‘we’ I am not including the feed in that statement.
Finally the elevator reached the bottom. “Oh! Finally we are here!” The doors opened to reveal Subject #592A-01. The large Arxur made for an imposing presence in the doorway. His deep blue tactical gear would almost be completely invisible in the dead of night. Yet in the clinical white hallways almost appeared as a slightly blue void.
As predicted the feed began to hysterically try and flee while screaming and alerting anything that might have wished to harm her of her presence. Typical. “AAAAAAAAAAAAAAAAAAAAAA!!! NOOOOOOOO NONONONONONO!” Subject #592A-01 did not flinch or move as instructed. Good.
What wasn’t good was the ear splitting wail from the feed as it desperately tried to flee. It was setting Subject #12v-01 on edge. He hadn’t reached for his knife yet, but had simply taken a defensive stance. I imagine my calm demeanor clued him in on how to act. Clever.
I strode forward past it. “Come along now! We haven’t got all day! 592A-01 help them along, please and thank you.” Subject #592A-01 surged forward and quickly seized the feed. She began to frantically hit the muscle laden arms of Subject #592A-01 yet her claws were unable to even tear the cloth covering his armor. Small traces of orange blood started to cover Subject #592A-01’s gear before he pinned the feed’s arm behind it to stop it from damaging itself further. The wailing sound was starting to give me a headache but it wouldn’t last much longer
Subject #592A-01 turned and grabbed Subject #12v-01’s arm and began to drag them behind me as we walked down the corridor. Subject #12v-01 was barely able to touch the ground but complied and walked with us, while the feed was drug kicking and screaming.
This right here. Any primitive other than Subject #12v-01 would be just like this feed, panicking like the dumb animals they are. Yet here he was. Someone that was paying attention, fully intent on surviving and taking advantage of any opportunity to the fullest.
I turned into the activity room I set up for this demonstration. 10 of my hand raised Arxur soldiers stood at attention waiting for me to give any order. Their gear almost making them indistinguishable from Subject #592A-01, who came in and deposited both Subject #12v-01 and the feed into the center of the room and stood back to guard the door as instructed previously. The feed desperately clung onto Subject #12v-01 who almost seemed to console the feed but simultaneously arranged himself to be able to use her as a shield if needed. Clever.
“Ahem…” The feed jerked her head to be able to see me, while Subject #12v-01 kept the Arxur Soldiers and Subject #592A-01 in his field of view, yet couldn’t see me as well. Clever. “Welcome to the labs! Here I work diligently to ensure that the Federation has all the tools necessary to keep everyone safe!” I grasped my tentacles together in a giddy excitement. It was always great to share my work with others!
SAFE! SAFE? These are fucking monsters! We aren’t safe!” I grimaced at that statement. An expression that thankfully Subject #12v-01 was able to see when he turned to face me. He was now focusing his attention on me. He clearly knew I was in charge and thus was the biggest threat to his safety. Clever.
“Sorry, I wasn’t referring to you Female Venlil Feed Subject #387V-42.” Her ears drooped and her jaw hung loosely from her head. I could barely make out the faintest sound from her mouth. Subject #12v-01 seemed to recognize the feed as a liability now. Good. “You see. In order for there to be prosperity there must be safety. For there to be safety there must be control.” Subject #12v-01 seemed to calm down and while he was still tensed ready for action, took a more neutral stance. The feed simply stared in abject horror and disbelief. Pathetic.
“When we, the founding species, discovered the third race of intelligent beings, we were aghast at their barbaric and primitive natures. They were still killing each other with sticks! And for what? Land? Water? Food?” I started to pace back and forth as I taught my history lesson. “NO! They killed each other in the thousands because the other members of their species were simply their enemies! Couple this with the disgusting act of eating corpses, fish and other small animals, every attempt to make them into something respectable failed. They were just too aggressive. Too… predatory.”
The feed just started to shake and sob. Subject #12v-01 looked to understand where I was going with this. I gestured to the squad of Axur in the room. “Take the Arxur for example. When we discovered them they were locked in a civil war over ideals. The ideals of, is it better to be feared, or to be loved? The dominion believed that cruelty was the best way to control and keep their people safe, while the Northwest Bloc tried to be transparent with their people, tried to let them be free, even if that made things dangerous.” I felt another wave of excitement rush over me as I started to bounce on the spot.
“The best thing happened when we made contact! They declared peace! They started to work together! Both sides desperately strove to incorporate our technology and follow our uplift plan! They desperately wanted to be like us! To live in peace and harmony! The only uplifts to ever do so without us having to prune their primitive cultures first!” The feed just shook her head in disbelief.
“The only mistake we made with them was not realizing that they were incapable of digesting plant matter at all. They were the first sapient obligate carnivores that we had ever found! So when the time came and a famine struck Wriss, we gave them a cure to end their dependence on meat." I animatedly shrugged as I kept teaching "Ooops! Killed nearly a fourth of their population! Thankfully it didn’t kill all of them. Though something strange happened. All of their livestock died. When we realized what had happened we already began to draft an extermination plan and got our fleet into position when the oddest thing happened.”
I held my tentacles wide in excitement. “Their PROPHET contacted us! Let us know that the dominion had taken control! That they used our ‘cure’ to kill their livestock. He made his people doubt the way of the Northwest bloc, and reinforced that the Dominion is in the right. He gave us proof of what we always knew. FEAR. Fear rules unchallenged. So we gave the Prophet’s most loyal weapons, and they purged the Northwest Blocs staunchest defenders. Then came the time for them to return the favor they owed us.”
Subject #12v-01 was completely calm now. He knew what was coming. The feed looked lost, distant. Worthless. “We moved our fleets out of the way. After all. We had no idea we were about to be attacked! Then the dominion launched its campaign and worlds fell. People fled in fear, and our control went from being loosely held by us to being a noose around the primitive's necks.”
“My soldiers here are a gift from the dominion.” I gestured around to all of my children. “I raised them from their eggs. Made them the perfect soldiers. With them we can ensure that if we, or the dominion, need someone… erased or need just a little bit of chaos to remind the mindless masses who is in charge, well… they will ensure it always happens flawlessly.”
The feed looked up in horror. “You.. You're a monster!” I just laughed. What a stupid notion. “ME?! A monster? Monsters hurt sapient creatures without a single care. There are four sapient races in the galaxy. The Kolshians, the Farsul, the Prophet descendants, and Humanity.” I expected Subject #12v-01 to react to my statement but his demeanor almost seemed to… agree? Good.
“The dominion keeps its people scared of starving and thus in control. Sadly that leaves them as sub-sapients, but every so often they get a useful tool and we authorize an uplift to our status.” Subject #12v-01 looked down at the feed in almost a state of disgust. He was putting the pieces together flawlessly! Time to test that.
“I grow bored of this. I was hoping that maybe you were worth something. I guess I was wrong…” I slowly paced away from the center of the room. Distancing myself just far enough away if either of them rushed me they would never be able to get to me. “My children. Eat.”
In one motion every one of my children turned to look at the two Venlil. With one step heard, all of them put a foot forward and then… Subject #12v-01 decided to act.
With one fluid movement he brandished his knife from its hiding spot. My children took a moment to ensure they could strike without being struck. I swished my tail and gave a silent order to not kill Subject #12v-01… yet.
He grabbed the feed in a manner almost like he was taking a hostage. Then his knife slid into the base of its spine. It let out a blood curdling scream as it fell to the floor. Tears poured from its eyes as it looked up to Subject #12v-01 and then to its legs as it failed to move them. It began to sob hysterically and tried to crawl to the corridor we entered from.
As it slowly made its attempt to escape, Subject #12v-01 cast the knife aside, letting it slide harmlessly across the floor till it came to a stop at my feet. I gave him a quizzical look. He stood proud and stated “I am more use to you as a tool than as feed for your soldiers. I know the inner workings of Venlil Primes government better than Tarva herself. I know how to wrap Humans around my fingers and make them do my bidding without them having a clue it's happening. Use me. I guarantee you that you will regret letting them eat me.”
After his defiant statement was over he stood still and lowered his arms from their elevated position. He seemed to relax as I picked up his knife and walked to him with my tail flicking happily behind me. “YES! I knew you were truly a sapient being! I am so relieved that I was right about you! You saw it, yes? How she wasn’t like us? How she couldn’t act beyond what she was taught?” Subject #12v-01… No Wisterly. “Wisterly, a lot of races consider yours to be weak. Do you know what I think about your race?”
Wisterly took a moment to ponder my question. With a slight tilt to his head he responded “No Sir. I do not know what you think of my race.” I couldn’t help but let my tail flick with excitement. “I think your race has always had great potential. Sadly a lot of your race are gullible to say the least, but you? You are something special. You don’t just accept your fate!”
I waved a tentacle at the crawling, sniveling feed. “You aren’t like them! You ACT! You think! You change your fate! Come now! We are in great need of your skills!” I handed him back his knife. “Oh. #592A-01. Feed.”
I started to talk to Wisterly about our plans and how he would be fitting in to it as #592A-01 approached the feed. He placed a foot on its legs pining it in place. It left streaks of orange blood across the floor as it ripped its claws out trying to escape. Then #592A-01 failed its test. It bent down holding the feed still, locked its jaws around the head and bit down crushing the skull and killing the feed instantly.
“STOP. STOP STOP STOP. WHAT IN MY NAME WAS THAT!” #592A-01 froze, before it stood to attention. “I killed the feed Father.” I let out a long defeated sigh. “Did I TELL you to kill the feed?”
“No Father.”
I took a step closer to him “Why did I tell you to feed? And Why did I not tell you to kill?”
“So that when the time comes I can flawlessly imitate the Dominion’s Arxur, Father.”
I turned away and threw my tentacles into the air. “Children. Feed.”
Failure #592A-01 stood perfectly still as its siblings approached. Subject #592A-02 held Failure #592A-01’s arms still as she locked her jaws around his abdomen and ripped his intestines out. The others descended on it as I led Wisterly out of the room and gave one final order. “Don’t eat the head. Bring that to the lab before it starts to rot.”

Something is off with all of this. I don’t know how to tell Kila that we are in grave danger without alerting Dr. Kilousai that I was aware of his deceitful nature. He answered her every question as though she wasn’t part of the herd. Something was very wrong.
The elevator reached its destination and the doors opened to reveal what was clearly an Arxur in full military gear. He didn’t move from his position and Dr. Kilousai didn’t even seem to care that it was here. Like he expected it. Kila was freaking out trying to get the doors to close, busting her finger bloody as she tried. I choose to stay as still and calm as possible. I knew my knife was still in reach. I can’t let the Arxur know it's there or I am dead.
Dr. Kilousai ordered the Arxur to grab us. I had the thought that maybe the Humans had allied with the Arxur, who made it behind Fed lines and took control, but that theory just got killed when a Koloshian ordered an Arxur. The Human's wouldn't let someone from the Cure Program in a leadership position.
It had to restrain Kila to stop her from hurting herself, but simply drug me by my arm. I chose not to resist. Not the right time. No escape route yet.
Dr. Kilousai led us into a large room with 10 more Arxur in it. The one holding us threw us into the center of the room. Before I could charge Dr. Kilousai and take him hostage, Kila grabbed hold of me and wouldn’t let go. Not good. I gently took hold of her and moved her in such a way that she would feel safe but could easily be moved to defend myself. Sorry Kila. It's you or me in this situation.
Dr. Kilousai cleared his throat to speak causing Kila to jerk and look at him. Stupid. He isn’t the threat. I kept my eyes on the Arxur. They didn’t flinch.
“Welcome to the labs! Here I work diligently to ensure that the Federation has all the tools necessary to keep everyone safe!” He grasped his tentacles together in a giddy excitement. He looked genuinely pleased to share this with us. Odd.
SAFE! SAFE? These are fucking monsters! We aren’t safe!” I couldn’t stop Kila from stupidly blurting this out. It was clear that upset Dr. Kilousai. Not good. I kept my eyes on him. The Arxur clearly wouldn’t move unless he ordered them to. He was the threat in this room.
“Sorry, I wasn’t referring to you Female Venlil Feed Subject #387V-42.” Spehg. He assigned her a name like that. Likely to distance her being from the idea of her personhood. I wasn’t stupid. My name right now is likely not too far off from hers. Need to change that. He continued “You see. In order for there to be prosperity there must be safety. For there to be safety there must be control.” He wasn’t wrong. It oddly made sense. I knew the federation could field billions of ships for every single one the Arxur could, but they never took the initiative to exterminate them.
“When we, the founding species, discovered the third race of intelligent beings, we were aghast at their barbaric and primitive natures. They were still killing each other with sticks! And for what? Land? Water? Food?” He started to pace back and forth. “NO! They killed each other in the thousands because the other members of their species were simply their enemies! The Ideals of is it better to be feared or to be loved? The dominion believed that cruelty was the best way to control and keep their people safe, while the Northwest Bloc tried to be transparent with their people, tried to let them be free, even if that made things dangerous.” I thought about it. Thought about the Federation's early history. The Krakotl were a problem. Nikonus said so himself. The federation was trying love and found it failed. Then comes the Arxur fighting for an answer to the same question… I think I knew where he was going with this.
“The best thing happened when we made contact! They declared peace! They started to work together! Both sides desperately strove to incorporate our technology and follow our uplift plan! They desperately wanted to be like us! To live in peace and harmony! The only uplifts to ever do so without us having to prune their primitive cultures first!”

With them we can ensure that if we or the dominion need someone… erased or need just a little bit of chaos to remind the mindless masses who is in charge well… they will ensure it always happens flawlessly.”
Kila looked up in horror and opened her stupid mouth again. “You.. You're a monster!” He just laughed this time. Not a good sign. “ME?! A monster? Monsters hurt sapient creatures without a single care. There are four sapient races in the galaxy. The Kolshians, the Farsul, the Prophet descendants, and Humanity.”
“The dominion keeps its people scared of starving and thus in control. Sadly that leaves them as sub-sapients, but every so often they get a useful tool and we authorize an uplift to our status.” I think I understand what he was talking about. Kila. She wasn’t really a person was she?
“I grow bored of this. I was hoping that maybe you were worth something. I guess I was wrong…” He slowly paced away from the center of the room. Distancing myself just far enough away if either of them rushed me they would never be able to get to me. “My children. Eat.”

Not worth my care. “Wisterly, a lot of races consider yours to be weak. Do you know what I think about your race?”

It left streaks of orange blood across the floor as it ripped its claws out trying to escape. Then #592A-01 apparently failed its test. It bent down holding the feed still, locked its jaws around the head and bit down crushing the skull and killing the feed instantly.
“STOP. STOP STOP STOP. WHAT IN MY NAME WAS THAT!” #592A-01 froze, before it stood to attention. “I killed the feed Father.” He let out a long defeated sigh. “Did I TELL you to kill the feed?”
“No Father.”
He took a step closer to him “Why did I tell you to feed? And Why did I not tell you to kill?”
“So that when the time comes I can flawlessly imitate the Dominion’s Arxur, Father.”
He turned away and threw his tentacles into the air. “Children. Eat.”
#592A-01 stood perfectly still as its siblings approached. Another of the Arxur held #592A-01’s arms still as it locked its jaws around his abdomen and ripped its intestines out. The others descended on it as the Doctor led me out of the room and gave one final order. “Don’t eat the head. Bring that to the lab before it starts to rot.”

Current Order: Wait at elevator door to enact further instructions.
The door opened. Father was there with two Venlil. One began to panic. The other froze.
Current Order: Bring Venlil unharmed with Father wherever he wishes.
I grabbed them and had to pin the screaming one's arms to stop her from harming herself. The scared one was easy to pull along. I like that one. Its fur is soft. Maybe if I am good Father will let me keep it? Like the sleeping Sivkit.
Current Order: Leave Venlil in center of room for feeding exercise. Guard door.
I stood still waiting for Father to issue his orders. Crying Venlil was Crying. I couldn't make her feel better. I felt sad as the other one was rather cute. Wish we didn’t have to eat that one. He was rather warm. Would have been nice to sleep next too.
Current Order: Fake step towards Venlil.
The calm one was not nice. He stabbed the crying one in the spine and paralyzed her from the waist down. I wish we could fix her instead of eating her. I bet she is nice. Maybe Father might let us have her now? I would have to clean her as she likely can’t control her bowel movements but that's ok! It would be nice to have a friend!
Current Order: Eat Crying Venlil.
I am sorry little one. I will make this as painless as possible.
Current Order: Don’t move, Answer questions.
Father is so mad at me. He was testing me and I failed. I am a failure. I deserve this. Mate approaches me now. Mate will eat me. Grow strong from my body mate. May the next mate Father selects for you be better than me.

Border guards to take over the protection of road connecting Lachin Corridor to Armenia – PM

“But since the road connecting the Lachin Corridor to the Republic of Armenia was not completely ready, a temporary route was launched that entered the territory of the Republic of Armenia through the Kornidzor Bridge, then again into the territory of Azerbaijan, then again into the territory of the Republic of Armenia. According to the agreement reached, this route was supposed to operate until April 1, 2023,” the Prime Minister said.
He emphasized that the border guard troops will be stationed at the state border of the Republic of Armenia in the same positions where the units of the Ministry of Defense were stationed until now.
PM Pashinyan said the Azerbaijani side tried to present the situation as another “blockbuster.”
“This approach is at least not constructive. No change in the Armenian positions has occurred as a result of all this, with the difference that we intend to protect the area in question, unlike before, through Border Guard troops. In other words, the change that takes place is as follows: from the same positions along the state border of the Republic of Armenia, the units of the Ministry of Defense will withdraw according to the plan, and units of the Border Guard troops will be deployed in their place. We made the same proposal to Azerbaijan as well, so that the same would happen on Azerbaijan’s side. I hope that this process will take place without provocations,” Nikol Pashinyan stated.

I have great hopes that the Azerbaijani forces will return to the designated places. Governor of Syunik

According to him, there is no panic in the border communities, but people are worried about the created situation.
Syunik Marz Governor Robert Ghukasyan has been in Tegh community for two days already. According to the report of the National Security Service, from April 1, the road connecting the territory of the Republic of Armenia to the Lachin Corridor will pass through the Kornidzor-Tegh route, only through the territory of the Republic of Armenia. According to the agreements reached yesterday between Armenia and Azerbaijan, the border guards of the two countries were to be deployed on both sides of the border along the above-mentioned section in the last days of March. According to the calculations of the Armenian side, the Azerbaijani side was located 100 to 300 meters ahead of the border at five points. "Radiolur" talked with Syunik Marz Governor Robert Ghukasyan.

Against all challenges, we should not deviate from the development agenda of Armenia for a single moment. PM Pashinyan

Prime Minister of Armenia Nikol Pashinyan received the President of the Auvergne-Rhône-Alpes region of France, Laurent Wauquiez, and the delegation led by him, who were on a two-day visit to the Syunik Province, ARMENPRESS was informed from the Office of the Prime Minister.
"Of course, we are in a very difficult period, and our country and the region are experiencing very difficult times. In this sense, such visits are also very important in terms of conveying moral strength and support, including political. I would like to emphasize the importance of your visit to the starting point of the Lachin Corridor and the Syunik Province and, of course, your messages regarding the existing situation."
"I would also like to hear your impressions from the visit. I hope you have noticed that despite all the problems, we are making very serious investment projects in the republic, including in the Syunik Province. massive construction works are being carried out: roads, schools, kindergartens, other infrastructures, because our approach is that despite all the challenges, we should not deviate for a moment from the development agenda of Armenia. Recently, the European Union's investment and economic plan was launched in Syunik Province, which is extremely important. We also hope that the presence of the EU civilian mission along the Armenian-Azerbaijani border will become an additional factor contributing to stability and security. I welcome you once again."
The President of the Auvergne-Rhône-Alpes region of France said,
"Thank you very much, Mr. Prime Minister.
This is the second time we are meeting, and I have the greatest respect for what you are doing for Armenia in this very difficult period. Last time I was very impressed with your strength and your will to move forward with very specific plans.
You are asking about my impressions from this visit. first of all, I want to say that it was very important for us to go to the Syunik Province and be the first French local authority to establish cooperation with the region, because we understand very well how important Syunik is for the territorial integrity of Armenia."
The parties emphasized the consistent efforts of the international community towards stability and peace in the region.
The interlocutors also discussed the prospects for the development of multi-sector partnership and the expansion of trade and economic ties. In this regard, the signing of the Cooperation Agreement between the Syunik Province and the Auvergne-Rhône-Alpes region on March 29 was highlighted.
The Prime Minister noted that the Armenian Government consistently continues the policy of balanced territorial development, and in this regard, attached great importance to the strengthening of decentralized cooperation with France and the exchange of experience between regions. Nikol Pashinyan referred to the reform agenda of the Government of Armenia, measures being implemented to improve the investment environment. Laurent Wauquiez thanked for the information, noting that French companies are interested in doing business in Armenia.
The sides exchanged ideas on opportunities for implementing joint projects in the fields of agriculture, healthcare, education, infrastructure, and renewable energy.

Whoever attacks Syunik will be attacking Auvergne-Rhône-Alpes, says Laurent Wauquiez

“That’s why we decided to have a cooperation agreement between our region and Syunik province. The agreement was signed in a very meaningful place, in the Tatev Monastery. Cooperation will relate to healthcare, agriculture and education. I’ve said that whoever attacks Syunik will be attacking my region,” Wauquiez said, repeating his statement made at the signing ceremony earlier.
“This isn’t a dispute between two countries where borders aren’t clarified and it could last forever, this is a total disregard for human rights that are protected under all international conventions, this is a desire to destroy a nation, its culture and history, its memory. This is certainly Armenia’s struggle, Artsakh’s struggle, but this is also a bigger struggle, this is a struggle for all the values that we bear. This is a struggle for civilization and democracy. Protecting you means protecting all these values,” the French politician added.
He called for stronger reaction by the international community and international sanctions against Azerbaijani President Ilham Aliyev.
“It was decided not to buy Russian gas any more after the occupation of some parts of Ukraine, but is the Azerbaijani gas more acceptable? Why weren’t there any consequences for what happened, why are there no sanctions against the Aliyev regime? I share these questions with you and I am equally angered,” he said.
Wauquiez said that together with his 40-member delegation he visited Syunik province. “All members of my delegation can now say, I have been there, I have seen what’s happening, I know what’s happening. The Azerbaijani troops came and captured the parts from the sovereign territory of Armenia where we went just one day earlier.”

France’s Auvergne-Rhône-Alpes region to attempt humanitarian convoy passage into blockaded Nagorno Karabakh

“In 2019, we met with representatives of Artsakh and signed a cooperation agreement between my region and Artsakh. We’d adopted a political position in my region to confirm Artsakh’s right to independence, which led to serious pressures by Pan-Turkist terrorist organizations against me and my family. Why am I here today? Because I am well aware that the entire international attention is on Ukraine and there is a serious danger for Armenia and Artsakh to be forgotten in all of this. I am here to say that we are not forgetting you, you are not alone, and we shouldn’t allow the violations of international law in Armenia, Artsakh and Lachin Corridor to go unnoticed in silence,” Wauquiez said.
The President of the Regional Council of Auvergne-Rhône-Alpes visited the entrance of the blockaded Lachin Corridor in Syunik to show to his countrymen the violations of international law, that 120,000 people on the other side are deprived of basic human rights.
“I was with the Governor of Syunik the moment he was notified that an advance had taken place the day before where we were located at that time [Tegh village]. I have witnessed and can testify about the violation of international law. I have also seen the Azerbaijani flags hoisted on the heights located in Armenian lands. And I had the chance to speak with displaced persons of Artsakh, whose words were deeply touching. As a politician, it is my duty to take action and be able to help you,” he said.
Wauquiez said that they want to organize a humanitarian convoy jointly with the organizations representing the Armenian community of France and try to deliver humanitarian aid to Artsakh.
“The convoy will be organized with our region’s support and will bear our region’s flag. It will approach the Lachin Corridor and we will demand passage to Artsakh. Either the convoy will pass and we will have a ray of hope, or the convoy will be barred and it will give us the opportunity to present this issue before international and European organizations, that once again the international law is being violated, and that actions must be taken,” Wauquiez added.

Azerbaijan has advanced troops 100 to 300 meters in five points, Armenia’s National Security Service says

After August 2022, a part of the road connecting the Lachin Corridor to Armenia was still passing through the Azerbaijani territory after the Kornidzor Bridge. That part of the road and its adjacent territory were controlled by the Russian peacekeeping forces.
According to the agreements reached yesterday between Armenia and Azerbaijan, the border guards of the two countries were to be deployed on both sides of the border along the above-mentioned section in the last days of March.
According to the NSS, there has been “misreading of maps” and in some places, the Azerbaijani side, without waiting for pre-arranged adjustments, started positioning and carrying out engineering works.
“According to the calculations of the Armenian side, there are five points, where the Azerbaijani side has advanced troops 100 to 300 meters further from the border. It has now been agreed that cartographers from both sides will correct the situation,” the National Security Service said.
“The Armenian side approaches the situation with the logic of not allowing escalation,” it added.
“The Armenian army did not have positions in the area in question, because positions are not located on the border line, but on the nearby strategic heights. And the protection of that part of the border should be transferred to the border guard troops, according to the agreement mentioned above,” SNS stated.

"The session of the committee was proceeding normally, at one point the process of discussion was disturbed, the MPs started talking quite loudly and I tried to urge Artsvik Minasyan and the rest of the MPs to return to the substantial discussion. According to Mher Sahakyan, as a result of the blow, a rather significant cut occurred in the eyebrow area. Vardanyan does not rule out that the blow was made with some kind of tool.

Armenia remains committed to the peace process with Azerbaijan’ – PM Pashinyan at Summit for Democracy 2023

"Along with strengthening the democratic institutions in our country, in September, 2022, we had to encounter an aggression against the internationally recognized territory of the Republic of Armenia, which resulted in the occupation of part of our sovereign territory by Azerbaijan. It was back in September that we felt the union of democracies and the clear condemnation of aggression against Armenia. I want to take this opportunity and extend our gratitude to the United States and other partners that helped us stop the further incursion through diplomatic engagement."
"Armenia feels strongly about the human rights violations across the world and there is a lot that we need to do together to prevent genocides, ethnic cleansings and atrocities. Whatever is happening with Armenians in Nagorno-Karabakh today, the blockade of the Lachin corridor by Azerbaijan and the humanitarian crisis resulted by it, is definitely an attempt of ethnic cleansing of Armenians in NK. And we cannot turn a blind eye on that. At the same time, I reiterate that Armenia remains committed to the peace process with Azerbaijan. We are convinced that there is no alternative to the peaceful development of the region and that sticking to democratic values will help us find a way to peace."

But his ongoing hostility to Sweden was clear - as he again accused the country of embracing Kurdish militants and allowing them to demonstrate on the streets of Stockholm.
Finland, a country with a 1,340km (832 mile) border with Russia and one of the most powerful arsenals of artillery pieces in Western Europe, is ditching its neutrality and joining the alliance in response to Russia's invasion of Ukraine, which Moscow describes as a “special military operation.”
Russia's foreign ministry earlier condemned Finland's decision, saying it was ill-considered and based on Russophobic hysteria.

TORONTO, March 31, 2023 (GLOBE NEWSWIRE) -- Discovery Silver Corp. (TSX: DSV, OTCQX: DSVSF) (“Discovery” or the “Company”) is pleased to announce its financial results for the fourth quarter (“Q4 2022”) and year ended December 31, 2022, and to provide a summary of key events for the quarter and subsequent to year-end. All figures are stated in Canadian dollars (“C$”) unless otherwise noted. Discovery’s flagship project is the 100%-owned Cordero silver project (“Cordero” or the “Project”) located in Chihuahua State, Mexico.
Tony Makuch, CEO, states: “The significant progress we made at Cordero in 2022, culminating in the delivery of a Pre-Feasibility Study (PFS) in early 2023, has demonstrated that Cordero is one of the most exciting development projects in the mining space globally with the potential to become one of the top three largest silver mines and top ten largest zinc mines worldwide. The PFS demonstrates excellent economics and is highly capital efficient through building in phases to minimize the upfront capital for Phase 1 and have the project finance the final build by utilizing operating cash flow to fund Phase 2. Additionally, the PFS incorporates less than 50% of the current known resource tonnes, creating significant leverage and optionality with only a modest increase in metal prices. The design of the reserve pit fitting within the shell of the resource pit also supports this option. There also remains further significant exploration upside, with the deposit still open at depth, and a number of other targets defined elsewhere on the property.
“Work on our Feasibility Study, which is expected to be delivered in the first half of next year, is already well underway with recent drilling in and around the pit highlighting further growth potential beyond what was outlined in the PFS. Alongside our Feasibility Study work we remain committed to maintaining our positive working relationships with all local stakeholders and look forward to initiating the construction permitting process next quarter and the commencement of property-wide exploration on our highly prospective land package in the middle of the year.”
HIGHLIGHTS FROM Q4 2022 & SUBSEQUENT EVENTS:
  • Completion of our PFS on Cordero that outlined an 18-year mine life with average annual production of 33 Moz AgEq at an average AISC of $12.80/oz AgEq in Years 1 to 12. The after-tax NPV5% was US$1.2 B and the IRR was 28% at base case metal prices of Ag - US$22.00/oz, Au - US$1,600/oz, Pb - US$1.00/lb and Zn - US$1.20/lb.
  • The appointment of Tony Makuch as the Chief Executive Officer; Mr. Makuch has more than 35 years of development, operational and leadership experience. Most recently he was CEO of Kirkland Lake Gold Ltd. where, under his five-year tenure, annual gold production grew from 315,000 oz to over 1,400,000 oz and Kirkland Lake’s share price increased over 500%.
  • The graduation to the main board of the Toronto Stock Exchange reflecting the Company’s maturity and growth with Cordero now having advanced to the feasibility study stage.
  • The announcement of the filing of a Final Short Form Base Shelf Prospectus allowing for the sale of Common Shares, Warrants, Subscription Receipts and Units of the Company in one or more series of issuances for aggregate gross proceeds of up to $300,000,000 for a period of 25 months following the filing.
  • The Company’s receipt of its official ESR Certification, which is issued by the Mexican Center for Philanthropy to organizations that have demonstrated they operate in a socially and environmentally responsible manner.
  • Announcement of the Company’s work program for 2023 that includes: significant advancement of FS scope items, the initiation of the construction permitting process, an initial 9,000 m drill program planned across multiple targets on the Company’s prospective land package, and further investment in our well-established ESG programs as part of our commitment to work with all local stakeholders.
  • As of December 31, 2022, we had a cash and cash equivalents balance of $46.2 million.
LOOKING AHEAD:
The Company has now completed 39,000 m of its Feasibility Study drill program that consists of engineering drilling, resource upgrade drilling, and step-out drilling targeting the expansion of the PFS open pit. The drill results subsequent to the PFS cut-off date continue to demonstrate the mineral resource growth potential that could be unlocked and included in the upcoming Feasibility Study. Resource upgrade infill and step-out drilling returned a number of higher-grade intercepts within, and below, the reserves pit, in areas that were previously modeled as low-grade ore. The Company has the potential to continue lowering Cordero’s strip ratio by converting the waste to ore within the pit and expand the pit at depth.
The Company’s drill program in 2023 at the project is designed to support the FS through condemnation and geotechnical investigation for locating site infrastructure and for hydrogeology investigation.
The FS is expected to be completed in the first half of 2024, with the construction permitting work being performed in parallel. The submission of the Environmental Impact Statement (“Manifesto de Impacto Ambiental” or “MIA”) is expected to be made to the Mexican Federal Environmental Department (“SEMARNAT”) in the first half of 2023. Assuming a 12 to 24 month permitting timeline, this would position the Company to make a construction decision during the second half of 2024.
In parallel with these work plans our ESG program continues to be an important area of focus, with our 2022 ESG report scheduled for issuance in 2Q 2023, and key government and international accreditation certifications planned for completion in the second half of 2023. We also remain committed to the growth potential of Cordero almost 9,000 m of drilling planned this year on resource expansion targets and our first ever drilling of five highly prospective property targets within 10 km of Cordero.
Our balance sheet remains exceptionally strong with a current cash balance of approximately $38 million and no debt, sufficient to finance the 2023 work program at Cordero. The Company recently filed a final base shelf prospectus allowing for the sale of Common Shares, Warrants, Subscription Receipts and Units of the Company in one or more series of issuance for aggregate gross proceeds of up to $300 million for a period of 25 months following the filing. The Company expects to complete a Definitive Feasibility Study for the first half of 2024, and advance Cordero through to a construction decision following the release of the FS and completion of the necessary financings.
SUMMARY OF Q4 2022 & SUBSEQUENT EVENTS:
Environment, Social, Governance:
The Company continues to make excellent progress on its Environmental, Social and Governance (“ESG”) initiatives. Recent highlights include:
  • Community Programs – ongoing sponsorship of the supply of equipment and medicine to the mobile medical unit that was donated to the Parral municipality in 2022. The also provided assistance with the construction of local medical clinic in 2022. Both the medical unit and clinic have the capacity to serve approximately 70,000 people per annum within the Parral municipality.
  • Socially Responsible Enterprise (Empresa Socialmente Responsable) Certification : the Company has received its official ESR certification from the Mexican Center for Philanthropy (Centro Mexicano para la Filantropia) in Q4 2022. The certification requires the Company’s commitment to five pillars: business ethics, community engagement, protection and preservation of the environment, quality of life for employees and corporate social responsibility.
  • Great Place to Work Certification
  • this certification was awarded to the Company in Q4 2022 and recognizes companies that create an outstanding employee experience through building a workplace culture of trust, credibility, respect, pride and collaboration.
Further details can be found in the news releases dated November 11, 2022, and January 12, 2023, and in the Company’s 2021 ESG report available on the Company’s website. The 2022 ESG report is progressing well and is expected to be published Q2 2023.
Projects:
Preliminary Feasibility Study (PFS)
On January 24, 2023, we announced the results from the PFS on Cordero. Highlights from the study include:
  • Excellent project economics: Base Case after-tax NPV5% of US$1.2 Billion (C$1.5 Billion) and IRR of 28% (Ag - US$22.00/oz, Au - US$1,600/oz, Pb - US$1.00/lb and Zn - US$1.20/lb).
  • Extended mine life & higher production: 18-year mine life with average annual production of 33 Moz AgEq.
  • High margins & low capital intensity maintained: average AISC of US$12.80/oz AgEq in Years 1 to 12 with an initial development capex of US$455 M resulting in an attractive NPV-to-capex ratio of 2.5x.
  • Significantly de-risked Reserve base: new Reserves declared of Ag - 266 Moz, Au - 790 koz, Pb - 2,970 Mlb and Zn – 4,650 Mlb; more than 70% of mill feed in Years 1 to 5 classified as Proven.
  • Exceptional silver price leverage: PFS mine plan assumes only 42% of Measured & Indicated Resource tonnes are processed; clear potential to significantly extend mine life at higher silver prices.
  • ESG/economic contribution: total estimated taxes payable of US$1.2 Billion, a peak estimated local workforce of over 1,000 employees and over $4 Billion of expected goods and services purchased locally within Mexico over the life of the mine.
The PFS was released in conjunction with an updated Mineral Resource Estimate (“MRE”). Further details on the PFS and MRE results can be found in our news release dated January 24, 2023, and in the supporting technical report filed on SEDAR and on the Company’s website.
Feasibility Study drilling
Feasibility Study drilling commenced in Q3 2022 and work is expected to be ongoing throughout 2023. The program is anticipated to consist of approximately 50,000 m of drilling related to engineering drilling, reserve expansion drilling and resource upgrade drilling. To date, the Company has released 45 drill holes consisting of 20,000 m of drilling. These initial drill holes were focused on two key areas: 1) expansion of reserves within and beneath the Pre-Feasibility Study open pit and 2) upgrading and expansion of the resource in the far northeast of the deposit.
Reserve Expansion Drilling – highlight intercepts from this drilling include:
  • 77 m averaging 126 g/t AgEq 1 (46 g/t Ag, 0.08 g/t Au, 0.7% Pb and 1.4% Zn) from 218 m and 22 m averaging 265 g/t AgEq 1 (83 g/t Ag, 0.10 g/t Au, 1.8% Pb and 3.2% Zn) from 374 m within the PFS pit in areas modelled as low to medium grade in hole C22-656.
  • 96 m averaging 124 g/t AgEq 1 (33 g/t Ag, 0.03 g/t Au, 0.7% Pb and 1.8% Zn) from 464 m on the margins of the PFS pit in hole C22-654.
  • 32 m averaging 158 g/t AgEq 1 (77 g/t Ag, 0.16 g/t Au, 0.7% Pb and 1.3% Zn) from 108 m and 39 m averaging 241 g/t AgEq 1 (124 g/t Ag, 0.09 g/t Au, 1.2% Pb and 1.9% Zn) from 185 m within the reserves pit in the South Corridor in hole C22-677.
  • 36 m averaging 126 g/t AgEq 1 (35 g/t Ag, 0.06 g/t Au, 0.7% Pb and 1.7% Zn) from 481 m and 27 m averaging 133 g/t AgEq 1 (25 g/t Ag, 0.06 g/t Au, 0.6% Pb and 2.2% Zn) from 555 m in hole C22-687; these intervals were toward the bottom and beneath the reserves pit in an area previously modelled as waste.
These positive drill results demonstrate the potential to expand reserves through the conversion of waste to ore within the reserves pit and through the expansion at depth of the reserves pit.
Far Northeast Drilling Drilling in 2022 outlined low grade mineralization with a number of discrete high-grade zones in the far northeast of the deposit, more than 1 km beyond the limits of the reserves pit. Most of this mineralization is within 100 m of surface and is included within the resource pit constraint as part of the January 2023 resource update. 15 follow up drill holes have been completed testing the lateral depth and strike extent of mineralization within this zone. This drilling confirms the presence of a broad mineralized fracture system in the area. The orientation of mineralization does not appear to be consistent with the dominant northeast orientation evident in the main part of the Cordero deposit. A more detailed review of fracture orientation along with further drilling is required to develop a better understanding of the main controls of mineralization in this part of the deposit.
For further details on the drill results noted above refer to our news releases dated November 17, 2022 and March 22, 2023. Supporting Technical Disclosure for drill results can be found at the end of this release.

TECHNICAL NOTES & REFERENCES:
Drill results: all drill results in this news release are rounded. Assays are uncut and undiluted. Widths are drilled widths, not true widths, as a full interpretation of the actual orientation of mineralization is not complete. As a guideline, intervals with disseminated mineralization were chosen based on a 25 g/t AgEq cutoff with no more than 10 m of dilution. AgEq calculations are used as the basis for total metal content calculations given Ag is the dominant metal constituent as a percentage of AgEq value in approximately 70% of the Company’s mineralized intercepts. AgEq calculations for reported drill results are based on USD $22.00/oz Ag, $1,600/oz Au, $1.00/lb Pb, $1.20/lb Zn. The calculations assume 100% metallurgical recovery and are indicative of gross in-situ metal value at the indicated metal prices.
Sample analysis and QA/QC Program
The true width of the veins is estimated to be approximately 70% of the drilled width. Assays are uncut except where indicated. All core assays are from HQ drill core unless stated otherwise. Drill core is logged and sampled in a secure core storage facility located at the project site 40km north of the city of Parral. Core samples from the program are cut in half, using a diamond cutting saw, and are sent to ALS Geochemistry-Mexico for preparation in Chihuahua City, Mexico, and subsequently pulps are sent to ALS Vancouver, Canada, which is an accredited mineral analysis laboratory, for analysis. All samples are prepared using a method whereby the entire sample is crushed to 70% passing -2mm, a split of 250g is taken and pulverized to better than 85% passing 75 microns. Samples are analyzed for gold using standard Fire Assay-AAS techniques (Au-AA24) from a 50g pulp. Over limits are analyzed by fire assay and gravimetric finish. Samples are also analyzed using thirty three-element inductively coupled plasma method (“ME-ICP61”). Over limit sample values are re-assayed for: (1) values of zinc > 1%; (2) values of lead > 1%; and (3) values of silver > 100 g/t. Samples are re-assayed using the ME-OG62 (high-grade material ICP-AES) analytical package. For values of silver greater than 1,500 g/t, samples are re-assayed using the Ag-CON01 analytical method, a standard 30 g fire assay with gravimetric finish. Certified standards and blanks are routinely inserted into all sample shipments to ensure integrity of the assay process. Selected samples are chosen for duplicate assay from the coarse reject and pulps of the original sample. No QAQC issues were noted with the results reported herein.

NON-GAAP MEASURES:
The Company has included certain non-GAAP performance measures as detailed below. In the mining industry, these are common performance measures but may not be comparable to similar measures presented by other issuers and the non-GAAP measures do not have any standardized meaning. Accordingly, it is intended to provide additional information and should not be considered in isolation or as a substitute for measures of performance prepared in accordance with IFRS.
CASH COSTS PER OUNCE
The Company calculated total cash costs per ounce by dividing the sum of operating costs, royalty costs, production taxes, refining and shipping costs, by payable silver-equivalent ounces. While there is no standardized meaning of the measure across the industry, the Company believes that this measure is useful to external users in assessing operating performance.
ALL-IN SUSTAINING COSTS ("AISC")
The Company has provided an AISC performance measure that reflects all the expenditures that are required to produce an ounce of payable metal. While there is no standardized meaning of the measure across the industry, the Company’s definition conforms to the all-in sustaining cost definition as set out by the World Gold Council in its guidance dated June 27, 2013. Subsequent amendments to the guidance have not materially affected the figures presented.
FREE CASH FLOW
Free Cash Flow is a non-GAAP performance measure that is calculated as cash flows from operations net of cash flows invested in mineral property, plant and equipment and exploration and evaluation assets. The Company believes that this measure is useful to the external users in assessing the Company’s ability to generate cash flows from its mineral projects.

2023.03.31 23:43 jjfajen Apex Predator (Part 29)

Memory transcription subject: Daniel Price, Apex Cadet
Date [standardized human time]: July 4, 2137
It was a warm summer night; the perfect kind for stargazing with not a cloud in the sky. It turned out that I wasn’t the only one who did some exploring of our dorm. Colton found a way onto the roof of the building and for the Fourth of July convinced me, Jath, Usli, and even Tassev to join him up there to watch fireworks. As we waited for the show to start I couldn’t help but be amused by Colton’s enthusiastic explanation of the holiday.
“It’s going to be great guys, small towns like this are always the best. Back home one year everywhere around had a burn ban because of a drought that was going on, but my town didn’t. So you had practically everyone in the county driving on over to light up fireworks in one place! It was amazing!”
Jath scoffed, “We will see. The sun is already down and I don’t see anything.”
Usli was quick to refute Jath, his enthusiasm for the upcoming spectacle was clear, “Well maybe it’s because they’re waiting for it to be as dark as possible first!”
Tassev, who sat slightly apart from the rest of us to my right, butted in, “I must agree with the Yotul, this sounds interesting. So your people have a tradition where they just set off explosives in the sky on this day?”
Colton was quick to respond, “Yeah, and they make all sorts of noises and explode in all sorts of different colors. You’ve got the big mortars that go BOOM! And the ones that have sparkly trails, fountains, and so many more.”
I looked to Jath, “Did you guys not have fireworks on your homeworld?”
“No,” he answered. “Detonating bombs in the air above ourselves sounds like a bad idea.”
“Quit being a coward,” Tassev interjected. “If there is one human custom I can get behind it is this one.”
“Oh wait until you hear about barbeques,” Colton added.
Usli, wrapped up in the excitement of seeing fireworks, was the first to ask, “Ooh, what’s that?”
Without missing a beat Colton responded, “Well it’s where you get everyone together, it can be just family or the whole block, and you gri-”
“WAIT!” I practically yelled. Colton looked irritated with my interruption, as did everyone else. Without breaking eye contact with him I nodded slightly to the left towards Usli. The gesture was lost among our alien friends, but after a moment it clicked in Colton’s head why I had interrupted him.
“Oh. Uh, it’s not important.” Colton struggled to find a way to segue the conversation onto a different topic, prompting me to come up with something.
“Have you told them why we celebrate the Fourth of July?”
“Good point! So the holiday itself is called Independence Day, because that’s when we declared independence from the British and started the Revolutionary War.”
“Revolutionary War?” Jath asked.
“Yeah, the British had this big empire with colonies everywhere and we were one of them. But they were being tyrannical so we went to war with them for our freedom!”
Tassev seemed to be very interested in this talk of war, “Tyrannical? What is that?”
Colton had to pause for a second to think up a definition for something that had always been self explanatory to us. “It’s when you’ve got someone ruling over people but he’s just doing whatever he wants and doesn’t listen to the people. Like there’s no representation and the guy probably isn’t even elected. Like in the Revolutionary War the king of England was taxing the colonies without them being represented in their parliament.”
“King of England? But you said the war was against the British?”
“No, wait. They’re the same thing. It’s a bunch of complicated history stuff. The gist of it is that we won and this is how we celebrate it!”
“Makes sense I guess,” Usli added, “celebrate winning a war by blowing stuff up. Do you think there will be fireworks when we beat the Federation?”
“Oh of course. I betcha we’ll be throwing parades and having the mother of all fireworks shows when that happens.” Colton looked at his watch and then stared off in the distance towards town for a moment. It was noticeably dark out now and yet there was still no sign of fireworks. “I don’t understand, things should be popping off right about now… anyone got a holopad?”
“Yeah,” Jath replied, pulling it out.
“Hand it to Daniel. Search if we’re under a burn ban or something. Shouldn’t be. We got plenty of rain.”
Jath handed his holopad over to me and I did a quick internet search. “Nothing about a burn ban. Maybe if I just search about fireworks?”
“That’s worth a shot.”
I found a surprising number of recent results and began murmuring titles and excerpts from articles as I skimmed through them, “Largest fireworks manufacturer in North America retrofits factories for ammo production… Loss of Chinese manufacturing spells fireworks shortage on Fourth of July… Opinion: Independence Day is a relic of our fractured past… Poll shows record number of Americans planning to forgo Fourth of July celebrations…” The list just went on and on.
With each murmur from me the enthusiasm faded from Colton’s eyes. He turned back towards the clear night sky, probably hoping that it would prove me wrong. But after another minute of stillness he acquiesced. “Oh. There’s not going to be any fireworks after all… I guess it makes sense. Since we’re not really independent anymore. Sorry for getting your hopes up guys.”
“It’s okay man,” I said. “We could still look at the stars.”
Colton sullenly replied, “Sorry, I think I’m just going to go to bed.”
Tassev pushed himself up and with a dour expression said he would do the same.
“Same here,” Usli said, in a similar mood to Colton. “I stayed up talking to my pen pals way too late last night.”
Usli quickly made his way to the exit before Colton or Tassev had the chance to be in front of him. Once the three were gone I looked over to Jath, “So are you going too?”
The Arxur adjusted his position on the floor to a more reclined posture and rested his hands behind his head before replying, “No, I have nothing better to do.”
We both reclined there on the roof staring up at the sky in silence for a moment. Briefly my mind was invaded by the memory of laying on that department store roof in LA. A memory that felt like it was from a lifetime ago rather than less than a year. I shook my head in a vain attempt to physically dispel something as intangible as a memory.
“Sooo what are we looking at?” Jath asked.
Snapped back to reality by his words, I responded, “Just anything really. There’s constellations you can see.”
“Constellations?”
“Yeah, you know, you connect the dots with the stars and they make a picture.” Jath’s confused expression didn’t budge. “Gimme your holopad again, I’ll look it up.” Quickly I found an interactive sky map online. “Okay, so if you look over there you see those three stars and at the end of them there’s like a box of stars?”
Jath squinted his eyes and took a moment to find the individual stars I was pointing at, “I think so.”
“That’s the Big Dipper, it looks like a pot with a handle.”
“I think I see it.”
“Ok, and if you look over there you see those three big stars right next to each other? That’s Orion’s belt, which is part of the Orion constellation.”
“Who is Orion?”
“I dunno, some Greek guy probably? Those guys came up with most of the constellations way back in ancient times.”
Jath looked between the two constellations, amused by the concept. “We don’t have ‘constellations’ back home. Never thought to stare at the sky at night. Why do that when you can hunt or hide, you know?”
I might have anticipated that he wouldn’t know human constellations, but I didn’t expect for Jath to not have any concept of constellations in general. “It’s just something we do sometimes on Earth. Look up at the sky and see all those little lights up there. There’s something… peaceful about it.”
Jath sighed, “I can’t look at the stars and think of peace. A thousand of those stars we are looking at are home to pr- creatures that want to kill us, that tried to starve us to death. The ones that tried to kill you.”
I hadn’t thought of it that way. For us humans who discovered we weren’t alone only a year ago, there was a stillness and wonder to looking at the sky. For someone who grew up knowing of and fighting the Federation that feeling couldn’t be the same. “Well when we beat the Federation then you won’t have to think that anymore.”
Jath silently nodded, letting the expression on his face soften a little. “What will you do when this is all over?”
“Huh?”
“When the war is over. We beat the Federation and then what?”
“I don’t know. Ever since the attack I haven’t really thought about what I’ll do. It’s weird to think about all those times adults asked me, ‘what do you want to be when you grow up?’ and all I could ever answer was that I don’t know. Now I know I’ll probably be a soldier, but after that? No clue. Just live on Earth and do something I like. Definitely have to visit Venlil Prime at some point. Before everything happened, my sister wanted to go there one day. What about you?”
Jath looked up to the sky for a moment, contemplating the question, “I do not know either. That is why I asked you. I can’t go back home. I won’t. Not after being here on Earth. I-I did not get to think about my future back then. It was only about if I could survive another day. Prove I wasn’t weak enough to be sent to Betterment. Show that I was worthy to at least eat scraps so I would not starve. And then when I finally proved unworthy enough they sent me here instead and it has been the best thing to ever happen to me. Even with Tassev and Roland and everything else, I have a full stomach, I have purpose, I have friends.”
“Yeah,” I sighed, “that’s the one good thing to come out of all of this. Meeting you, Colton, Usli, everyone else… I mean, I can’t imagine telling myself a year ago that I’d be friends with a bunch of aliens by now.”
“I would never have thought that I would be friends with an alien either. Every alien I ever knew of wanted us dead, and we wished the same to them. But not only that, I'm also friends with someone who isn’t even a predator. A Yotul of all things. The only Yotul I could have possibly seen in my old life would be one cut up for meat.” Jath shuddered, “Despite remembering how hungry I was back then, it… it just makes me sick to think about. That if things had gone differently I would kill and eat Usli and not have a second thought about it. I-it just makes me feel like a monster.”
“You’re far from being a monster, firstly Tassev is far ahead of you.” We both chuckled. “But seriously, my mom once told me that people do horrible things when they’re afraid. Even good people can do the worst things under the right circumstances. You aren’t a monster until you choose to be one.”
Jath turned his gaze away from the sky and towards me, “Thanks, that means a lot.”
“No problem man.”
We continued to sit there and look up at the sky for some time. I pointed out some more constellations and told him that the brightest star he could see was actually just Venus. I thought I saw a shooting star at one point, but it was just a spaceship flying by. When we finally decided to turn it in for the night, Jath stopped me at the door.
“One thing, before I forget to ask: what is a barbeque anyways?”

2023.03.31 23:23 khad3 Lindsey Graham embarrasses Himself on Fox News

https://twitter.com/miss_jordon/status/1641223976159518720
Jesse Watters called out Lindsey Graham for co-sponsoring a bill that would allow the government to monitor American's communication data without even reading it.
"Senator Lindsey Graham (R-SC) began a Fox News appearance with Jesse Watters with every intention of expressing his opposition to the RESTRICT Act, which has been marketed as a ban on the Chinese-owned social media platform TikTok.
But the path to achieving that objective was complicated when Watters informed him on-air that he was actually an official cosponsor of the bill. Prior to Graham’s arrival, Watters introduced the legislation as “the PATRIOT Act for the internet.”
“The federal government wants to watch everything you do on the internet. And I mean anything: Any transaction, any search, any click, any scroll,” declared Watters before calling it a “red flag” that “the bill doesn’t even say the word TikTok.”
This motherfucker can't think of anything other than starting wars with China, Russia, Mexioco, etc.

The Constitutionalized Growth of the Grassroots, Pillars and Tops
Copyright© Xun F Shi
2023-03-31

The liberty in the USA makes all opportunities at all levels and in all branches in consideration. An individual can begin from grassroots, along the constitutional framework organizing all kinds and sorts of opportunities, through the pillars, achieve the diverse tops. This is the American Dream.
The American Dream is exceptionally successful. Its top secret is its constitutional competition and constitutional cooperation. American Constitution makes the hardest peaceful competition, in the process, creatively discovers the strongest new cooperation. By the constitutional hardest and the constitutional strongest, no other nations have real preparations holistically competing with the USA.
Still there are nations who reason, the American people are human beings, we are also human beings. They can achieve, we are able to achieve, too. They are correct that all of us are human beings, but they are wrong that they can achieve the same greatness of the USA.
I am reading a book of a distinguished historian Thomas Fleming, The Great Divide: The Conflict Between Washington and Jefferson That Defined a Nation. I agree the title, it is a great title. However, I disagree the subtitle, it misunderstands American Experiment, which as a whole and in the core is truly a part of the legacy of George Washington, although apparently George Washington is a part of it. I also disagree its contents, which as a whole increases the historical fog, makes the unclear history farther unclear, except it might clarify certain details in the aspect of the separation of powers between the Congress and the Executive branch.
In my comprehension, George Washington represents the USA and our humanity forever. This is the secret of the suitability and sustainability of his fame, his far me, and his far-reached meaning and significance and signification. His ideal, The Empire of Liberty, in the vocabulary of my book and my personal psychology, The United Countries of Liberty, potentially guides both the USA and our human world and our human individual beings forward, just as what is expressed in the Painting on the Capitol Dome. The Painting expresses the truth of God; thus, the history develops as the Painting expressed. It beautifully, powerfully, and symbolically puts the point on the Book in the Painting, the Grand Design of God as the constitutionally new Order for the constitutionally new heavens and the constitutionally new earth (Isaiah 65:17-19, 66:22-23).
Thus, Jefferson’s comprehension of George Washington as the General over as the President is better than what the book Great Divide wants to describe George Washington as a president fell into the struggle with Jefferson who might prefer a congressional government. In the Constitutional Convention, we see the general and the president of the Convention behaves as the platform of the Convention for all other delegates to best express their own interests and ideals for how to constitute the new nation.
On my comprehension, the constitutionally great divide of powers resides in the core of American Constitution, and in my imaginarily reasoning, also resides in the core of God’s constitution symbolically expressed as the Book in the Painting on the Capitol Dome.
The constitutionally great divide of the powers of sovereignty has four or five trinities. The constitutional first trinity is implied as God, the supernatural world and the human world. The Year of our Lord is a wording to express both the time of God in ideal, and the human time of God in reality. George Washington’s signature on the Constitution significantly and symbolically refers to all the trinity. First, God, referred by the two up letters o and t as OT, the Old Testament, the First Testament of God; second, the Supernatural, as the missed letters from the signature e-n-e-r-g-e, its two alternatives are noun energy and verb emerge, which implies the major pattern of the supernatural highly vaguely appearing to our human beings; and third, his signature is essentially demanded to form the authority of the Convention and the Constitution; and further, his creatively discovered signature highly concisely summarizes the higher source of the authority of his leadership and the Convention and the Constitution, and the leadership of the USA.
The constitutional second trinity is implied as the constitutionally purposeful guidance, the constitutionally infrastructural guidance, and the situationally conditional guidance. The first branch is mainly represented through the Preamble of the constitution, the second branch is mainly represented through the major text of the constitution, and the third branch is mainly implied by certain great wordings such as the Year of our Lord, which potentially refers to all the situationally conditional things appearing in the Time of our Lord.
The constitutional third trinity is vertical as the people of the individual citizens, the several states, and the federal. The whole constitution, peculiarly Amendment 9 and 10 and 11, reveals the relationship of the three layers of the structure of American sovereignty.
The constitutional fourth trinity is very familiar. It is on federal top as the legislative branch, the executive branch, and the judicial branch.
I recently reason that there might be the constitutional fifth trinity of sovereignty within the Congress indirectly implied by the Constitution. Beyond the Senate equally representing the geological, climate and geographical features of the several states, the House equally representing the population of the individual citizens, the sovereignty of the Constitution demands a further Congressional institution as the third Chamber equally representing the powers of the disciplines of knowledge. Because God is Omniscient, and the supernatural also has much greater knowledge that our humanity has, in the era of big data, the Constitution has the urgent demand to organize all our human disciplinary knowledge together through the Chamber of knowledge in the Congress for bettering the legislature to serve both American and the whole human benefits from the Blessings of Liberty and God.
The constitutionally systematic liberty is so sophisticatedly distributing along the clearly expressed or creatively vaguely implied functional and structural framework of sovereignty. The powers of any sources are clearly or potentially organized through the Constitution.
In this constitutionally grand framework, we comprehend the growth of the grassroots, the pillars, and the top of the USA and our humanity around the world; and the growth of the domestic and global leadership of the USA. The comprehension gives us confidence to follow American Constitution to establish our own personal psychologies as individually global citizens, respectively, and follow the leadership of the USA around the world.

Community Depository Institutions Advisory Council:

The Community Depository Institutions Advisory Council (CDIAC) was established in 2010 by the Board of Governors to provide input to the Board on the economy, lending conditions, and other issues of interest to community depository institutions. Unlike the Federal Advisory Council, CDIAC is not a statutory body, but it performs a parallel function in providing first-hand input to the Board on the economy, lending conditions, and other issues. Members are selected from representatives of banks, thrift institutions, and credit unions serving on local advisory councils at the twelve Federal Reserve Banks. One member of each of the Reserve Bank councils is selected to serve on the CDIAC, which meets twice a year with the Board in Washington.

  • Council members reported strong economic conditions as measured by spending, though there are concerns that strong inflationary pressures may at some point undermine real spending.
  • Council members, particularly in the Fourth District, reported that the return of production and manufacturing from offshore locations is helping the economy with significant investment in manufacturing and capital expenditure.
  • Despite generally strong conditions, Council members reported stark differences in economic impact between the “haves” and the “have nots.”
  • Wealthier parts of their markets are not yet slowed by inflationary pressures, while lower-income households are feeling the squeeze.
  • The possibility of a recession remains a concern, but so far declines in overall spending are not evident.
  • Despite being vocal about price increases, consumers are continuing to spend.

Inflation: Are the prices o for products and services rising (or declining) more or less quickly than in the recent past? Are the prices for the products and services Council members purchase rising more or less quickly?:

  • Council members generally reported that inflationary pressures remain strong, with prices rising rapidly.
  • Some Council members reported early signs of inflation softening for some goods in certain sectors.
  • Despite rising prices, customers and businesses have not yet pulled back on spending.
  • Council members summarized sentiment as a lot of optimism about the economy coupled with much uncertainty about the future because there is an expectation that inflation will have a long tail that has yet to be fully absorbed.
  • Drivers of inflation remain mixed.
  • Wage inflation is one key driver, particularly in the services sector, with employees expecting higher wages to keep up with inflation. (this is not slowing down presently either! https://www.reddit.com/Superstonk/comments/127pdic/inflation_alert_the_feds_preferred_inflation/)
  • Firms that want to retain talent in a tight labor market anticipate salary increases of 5-9% next year.
  • Council members reported double-digit increases in insurance costs, with some insurers exiting markets along the Gulf Coast.
  • Supply chain issues persist and are another significant contributor to inflation, particularly in the manufacturing and goods-producing sectors.
  • The drought in the Midwest and the low Mississippi River levels also contributed to a supply chain backup of both agricultural commodities moving downstream to export markets and raw materials moving upstream for manufacturing and agricultural production. (we have talked about this previously: https://www.reddit.com/Superstonk/comments/zzh5jx/inflation_alert_from_the_transportation/)
  • This had a strong effect in several Districts that are reliant on the upper parts of the river.
  • Council members also highlighted lingering effects of supply chain issues— some of which were caused by labor shortages—from the pandemic on construction.
  • Some areas are experiencing a shortage of concrete and electric transformers (with one-year wait times).
  • The apparent randomness of these shortages is likely contributing to further uncertainty among households and businesses.
  • In other cases, Council members noted that some firms have realized that they are able to maintain margins by raising prices.
  • Council members reported that auto dealers still have strong pricing power with high prices and little negotiation.
  • Most businesses are passing a high percentage of cost increases downstream to consumers, which generally was not the case last year.
  • However, Council members have observed early signs of a potential shift in this dynamic. For example, market-dominant retailers such as Walmart and Target are now pushing back on vendors, seeking justification for further price increases.
  • The most acute effects of inflation are being felt in rural and lower-income areas, with higher gas and diesel prices squeezing the wallets of consumers and businesses, particularly smaller farm operations and other industries that use diesel-fueled equipment.
  • While prices for some commodities (such as aluminum and lumber) have fallen, that softening has often been offset by higher transportation costs.
  • Prices for trucking and transportation have declined but remain high—and those higher prices are being passed on to consumers.
  • The Council also reported that some consumers and businesses have become more focused on interest rates than inflation, which has resulted in real estate sales and development and capital expenditures being compressed by the higher interest rates.

Housing: How have home prices changed in recent months? Have there been any changes in overall housing activity in Council members’ Districts?:

  • Strong demand coupled with low inventory have kept home prices stable.
  • However, price appreciation has slowed or even declined somewhat in parts of the country.
  • Buyer activity has slowed down as mortgage rates have increased.
  • Council members reported that the days of frenzied buying are over.
  • Buyers are taking more time, and homes are sitting on the market longer.
  • However, conditions have not returned to pre-pandemic levels.
  • The shortage of available homes continues to constrain the market for buyers.
  • Many homeowners sitting on sub-4% mortgage rates are essentially locked into their homes and will be unwilling to sell their home if it means that their next mortgage will be near 7%.
  • This shortage has had cascading impacts across markets. Housing remains unaffordable for many low- to moderate income and first-time homebuyers who are now locked into the rental market.
  • While multifamily construction has been strong, Council members reported that rental rate increases continue to exceed overall inflation in many markets.
  • Housing shortages are also impacting the upper end of the income distribution in some markets. For example, Council members noted that some hospitals are having challenges filling vacancies because of a lack of housing suitable for higherincome health professionals.
  • Multifamily construction has been so strong that some Council members reported that municipalities have had to tap the brakes on new developments because municipal infrastructure cannot keep up.
  • Meanwhile, single-family construction is slowing as builders finish their existing projects without lining up new ones because profit margins are too narrow or unpredictable to justify new builds.
  • Buyers are choosing to purchase larger homes instead of ordering premium finishes and features that in the past have increased profit margins for builders.
  • There is some variability by region. In-migration from high-cost-of-living metro areas into rural areas has driven up costs in those rural areas while urban areas see softer prices.
  • In a mixed bag, some Districts reported fewer institutional investors and house flippers buying up properties, while others continue to see an influx of investors for multifamily housing based on strong demand (and increases in rental rates.

Labor Markets: How have the labor markets in which Council members operate changed in recent months? In particular, please assess the degree o f job loss or gain (and, in which industries). Please comment on the changes to wages that Council members have observed over the pastyear.:

  • All Council members reported that increased labor costs and the labor shortage are affecting both their financial institutions and their business customers.
  • The labor shortage is a primary concern of bankers and a major driver of inflation. Businesses that are not raising their wages fast enough to retain workers and attract new ones are losing their employees to other firms.
  • There was broad consensus that several industries, such as the healthcare and daycare industries, are facing more severe shortages.
  • Shortages in these sectors are having broader impacts.
  • With fewer options for daycare or eldercare, more prime-age workers are being forced to remain on the sidelines.
  • In some parts of the country, daycare now costs nearly $500 a week, which is typically much more than what many young employees with children make.
  • The price and availability of daycare will remain a major barrier for labor force participation.
  • Even manufacturers with capital and contracts in hand cannot find workers to fulfill the contracts.
  • Council members noted that the labor shortage is not transitory and will be a reality for businesses into the longer term.
  • The decline in labor force participation has been a long-term demographic trend exacerbated by the pandemic and the transmission path of inflation to wages.
  • Council members also noted that employers are still digesting the (1) ability for workers to work remotely and (2) increased participation of younger generations in the workforce that have different views, compared to older generations, of their relationship with work.
  • Several Council members noted an increased desire for immigration reform to offset the structural shortage of labor.
  • The opioid crisis was also named as a key driver of labor shortages in some areas, and a major causal factor in many geographies with the lowest labor force participation rates.
  • Most businesses remain hungry for labor.
  • In reaction to these pressures, Council members reported increased investment in equipment to make up for labor shortages across sectors.
  • However, Council members also reported the beginning of layoffs in some markets in their region, which is a harbinger of a slowing economy.

Consumer Confidence: Are Council members seeing any signs o fimproved (or declining) consumer confidence? What is the outlookfor consumer credit losses?:

  • Council members reported a disconnect between consumer behavior and reported confidence.
  • While inflation has reduced confidence, consumers are still spending.
  • However, increases in spending on services has been hampered by labor shortages in that sector.
  • The consumer confidence divide is vast between the “haves” and “have nots”
  • For those on the upper end of the income distribution, folks are complaining but still spending.
  • There is greater confidence among consumers with higher levels of discretionary income, who, as a result, feel insulated from rising prices.
  • Holiday spending, possibly driven by pent-up demand, is expected to remain strong for these consumers. Purchasing activity may not fully reflect consumer pessimism.
  • For low- to moderate-income households, rising utility bills and food prices have eaten into both their savings and purchasing power.
  • Energy prices are a major concern as we enter winter, and the cost of heating oil is a concern in the Northeast.
  • It was estimated that for minimum wage workers, 70% of their money goes to essentials (e.g., food, energy, transportation). Lowerincome households are cutting back on discretionary spending, and in many cases, they are being forced to make difficult choices about which monthly essentials they can afford.
  • Council members reported that consumer delinquencies remain minimal but are starting to slowly creep up.
  • Most institutions expect losses to increase in 2023.
  • Some Council members have observed significant deterioration in the mobile home portfolio and others have observed some weakness in auto loans.
  • While delinquencies remain relatively low, lower used-car prices have resulted in losses for repossessed autos.

Deposits: What changes have Council members seen in local deposit markets? Describe these changes by segment (retail, small business, and corporate). What are Council members' expectations with respect to deposit levels?:

  • Some Council members reported an outflow of deposits on the commercial side, but most Council members have not yet seen a significant decline in their consumer deposit base.
  • However, consumer deposits are expected to run off soon, following a strong growth during the pandemic.
  • Deposits have been surprisingly sticky even as nonbanks offer higher interest rate CDs and money market accounts to attract deposits.
  • Banks have not repriced deposit rates in parallel with the rapid rate hikes of the Federal Reserve, and Council members reported wide variability in the degree that banks have raised deposit rates.
  • Marketing, social media, and consumer pressures are expected to contribute to an acceleration of deposit pricing pressures.
  • Council members noted that differences in bank deposit rates stem from how institutions managed the excess liquidity gained during the pandemic.
  • Banks that more aggressively deployed deposits into investments are now competing for deposits to maintain liquidity, while banks that invested less aggressively are now sitting comfortably at current deposit levels.
  • Council members expect deposits to continue running off in the future, partly due to higher rate alternatives but also because of higher levels of spending as a result of inflation.
  • Personal savings rates have fallen significantly and are currently below their pre-pandemic levels, though Council members did report an outflow of deposits into treasury bonds and brokerage accounts.
  • Businesses are using their cash to pay down their lines of credit that have much higher rates now and are drawing down commercial deposit levels.

Potential FHLB borrowing limitations and Cryptocurrency:

  • Council members expressed concern about the ability of community institutions to continue to borrow from Federal Home Loan Banks (FHLBs) over the short term.
  • Council members discussed current balance sheet trends, where most institutions saw a significant inflow of deposits during the pandemic and invested the funds in safe assets, such as treasuries and agency securities.
  • Council members are also concerned about the impact the rate hikes are having on their bond portfolios, and, by extension, the increase in unrealized losses that flow through to tangible capital. Under Federal Housing Finance Agency (FHFA) regulations, banks whose tangible capital becomes negative must receive written permission from their primary federal regulators to roll over or utilize new advances.
  • Council members noted that bank capital regulations were updated almost 10 years ago to ensure that bank capital is (1) robust, (2) reflects modern banking and markets, and (3) can withstand stress during adverse economic and financial market conditions.
  • Council members discussed the downside of using tangible equity, rather than regulatory capital, as a proxy for a bank’s health because the latter is a much more robust measure of risk.
  • The Council requested that the Federal Reserve engage in communications with the FHFA and other banking agencies to avoid the risk of an administrative reduction in the ability to borrow from FHLBs, triggered by an exclusive focus on tangible capital, when an analysis of regulatory capital does not indicate the need to reduce FHLB borrowing.
  • Council members reiterated their concern that compliance regulations will adversely affect how banks are lending in their communities, both in terms of product variety and innovation and in lending volumes.
  • Council members discussed the continued fight against cybercrime and other scams, noting that the types of fraud are changing as criminals are getting smarter and more strategic.
  • Council members feel that these are national issues that are not just affecting community depository institutions and large depositories.
  • Council members believe that in addition to the fraud prevention practices they are employing, more should be done at the federal level to educate consumers.
  • Council members continued to recommend that efforts be made to help community institutions streamline their due diligence process for shared vendors.
  • In addition, the Council recommended further development of federal outreach programs designed to increase customer awareness of fraud and cybercrime.
  • Council members reported that there have been many recent news stories related to increases in fraud in Person-To-Person (P2P) payment networks.
  • They stressed that the fraud is real, and efforts should be made to mitigate risk and reduce depository institution and consumer losses. Council members noted that changes to Regulation E have been proposed.
  • Currently, Regulation E provides protections for consumers for unauthorized transactions. There have been proposals to have the CFPB reinterpret Regulation E to include “fraudulently induced but authorized transactions.”
  • This would protect consumers who are tricked into paying fraudsters.
  • The payments are then authorized by the consumer, who later has second thoughts and wants to retrieve their funds.
  • Expanding Regulation E in this manner would affect all consumer payment platforms, but especially P2P services where a lot of this fraud occurs.
  • Increases in Regulation E liability could have a stifling effect on bank and credit union adoption of faster payments, including FedNow, due to the increased expense and lack of provisions for offsetting revenue to cover the risks.
  • Financial institutions may slow down implementation, stop adoption, or even abandon existing P2P services. Some proposals suggest shifting liability to the receiving bank in these types of transactions, but that would also have a chilling effect on faster payments adoption.
  • Right now, joining one of the faster payments networks in “receive only” mode is considered a safe way to get involved in faster payments, without fear of fraud risk.
  • Shifting the liability from consumers to the receiving financial institution makes it less likely that the institution would participate in a faster payments network.
  • Council members discussed recent developments in the cryptocurrency markets.
  • There is strong interest in making these markets subject to robust regulations equivalent to what exists in the United States for securities and derivatives.
  • Council members were agnostic about which agency—the CFTC or SEC—is authorized by Congress to conduct oversight.

TLDRS:

There is a TON to take in here but the bullets called out above:

2023.03.31 19:25 ItsCyno A Call for Federal Amnesty - Order of the Far God

A Call for Federal Amnesty - Order of the Far God
A Call for Federal Amnesty - 'Order of the Far God' - March 31st, 3309
"YKE Technologies, a vocal advocate of inter-species peace, feels the need to address the ongoing persecution of the Order of the Far God and extend our support and offer amnesty to this pacifistic group within YTEC core systems. Despite popular belief that the Order is malicious, we are confident based strictly on example that this group will not negatively impact any system which it inhabits, nor will they work to undermine Anti-xeno operations as the Federal Naval Intelligence Office suggests."
"It is a matter of public record that the Order of the Far God, otherwise known as the Far God Cult, has been routinely victimized by various organizations in the galaxy, including the F.N.I.O. This topic was originally broached by the Wallglass Investigations Agency in their report: ‘Galactic Mysteries: The Far God Cult’, published on July 19th, 3307. Since this publication, Zachary Hudson has corroborated the claim by acting in bad faith against the rights of Federal citizens, through long-term campaigns against the Order to revoke their right to expression. After extensive analysis, we have determined that this group’s core tenet is one of pacifism, a trait that inherently prevents them from offensive maneuvers of any kind."
"While the Order's beliefs and practices may be rightfully considered unconventional extremism, they have never posed a threat to any individual or organization, and their beliefs are confined to only words. Only one example exists where the Order of the Far God has acted in defense of another, with Ms. Seo's recent situation. The Order even cooperated with AEGIS, a joint initiative between the three superpowers, by allowing Ms. Seo to leave on her own accord. YKE Technologies firmly believes in upholding the principles of peace and cooperation, and we strongly condemn any actions that seek to suppress or discriminate against individuals or groups based on their beliefs. We find it hypocritical that Federal resources have not been diverted towards responding to Azimuth Biotech and their 'Nemesis' device. The populations of Wandrama seem to believe that action is required, so why is there a stronger Federal response for pacifist fatalists?"
"With the upcoming Federal Elections approaching this summer, we urge all candidates to consider the impact of their stance on issues such as this. We believe that support for diversity and inclusivity is vital to gaining the trust and respect of the citizens they seek to represent. We caution those on the ballot who choose to perpetuate discrimination and persecution for the sake of profit, to tread the line carefully."
"Therefore, we would like to offer our full support to the Order of the Far God and extend our hand in amnesty to any members of the True Chapters who may have faced persecution or discrimination in the past. Our systems are open to you. We call on all commanders and organizations in the galaxy to recognize the Order's right to exist and practice their beliefs, no matter how esoteric, in peace."
"It's integral that we as a community approach the Order with an open mind, otherwise we jeopardize what moral integrity we have left. The potential inter-species milestones within their research should be considered, as their own void temples are routine hot-spots for Non-Hostile inter-species activity. Their progress, albeit suppressed, runs laps around the Thargoid Advocacy Project."
"This proclamation does not align YKE Technologies with the Order of the Far God, we simply believe in the freedom of religion. With this in mind, we urge the Federation, specifically Zachary Hudson, to reconsider their stance on the Order and work towards a more peaceful and cooperative future. Humanity should not be splintered, especially now. YKE Technologies remains committed to fostering a culture of inclusivity and progress, and we stand in solidarity with the Order of the Far God and any individuals or groups who have faced discrimination or persecution."
Sincerely, CMDR Dylan D Chief Executive Officer YKE Technologies YTEC

2023.03.31 18:47 AlfonsinaStorming VIERNES DE PRESENTACIONES Y KARAOKE

Si tu religión no te permite presentarte, cantate algo :)

2023.03.31 18:06 anatoly314 Exploring Decentralized AI Language Models as Alternatives to ChatGPT

I am interested in exploring the idea of a distributed AI language model, similar to ChatGPT, where users can contribute their GPU resources to train and maintain the model. In this system, users would receive tokens as a reward for their contributions, which could be used to access the AI’s services or be traded with others.
Notable figures like Elon Musk and Eliezer Yudkowsky have expressed concerns about the potential risks and ethical implications of AI development, advocating for slowing down or even prohibiting the advancement of AI language models like ChatGPT. In response to these concerns, I’m seeking alternative approaches that aim to democratize access to powerful AI models while mitigating potential risks.
Some key components of the proposed distributed AI system would include federated learning to ensure data privacy, an efficient communication protocol for model updates, and a reward system for user contributions.
I am wondering if there are any existing projects, platforms, or research that align with this idea. I would also appreciate any feedback or suggestions from the community to help refine the concept further.
If you know of any relevant projects or have insights to share, please leave a comment below. Thank you in advance for your help.
